A native of Turin, Marino has been engaged in environmental activism since the 1970s, contributing to the first publications on ecology in Piemonte. During the early 1980s he promoted antinuclear initiatives and was coordinator and regional counsellor of the Green Party. In 1994 he was elected Commissioner for the Environment and Civil Protection for Piemonte. While in office he set up the regional environmental agency (ARPA) and the region's first waste disposal plan.
